Meaning of Kyoto Convention

Kyoto Convention: International Convention on the Simplification and Harmonization of Customs Procedures. Entered into force in 1974. It contains many annexes, each setting out procedures related to a particular area of customs administration. Each member decides which of these it will adhere to. Not all of the annexes have entered into force. The Convention also contains rules for the determination of origin for a product. It is administered by the World Customs Organization. In 1999 the Convention was revised to take account of developments in trade, transport and administrative techniques. See also Harmonized System, Istanbul Convention and rules of origin.
