COCOM
COCOM: Co-ordinating Committee for Multilateral Export Controls. It was formed in response to a 1951 United Nations General Assembly recommendation for an embargo on the shipment of “arms, ammunition and implements of war, atomic energy materials, petroleum and items useful in the production of implements of war” to communist countries. In 1958, the list of prohibited articles was reduced to strictly strategic goods, and there were several changes afterwards in the list of prohibited articles. COCOM’s membership consisted of NATO (North Atlantic Treaty Organization) countries, except Iceland, plus Japan. The Wassenaar Arrangement on Export Controls for Conventional Arms and Dual-Use Goods and Technologies, effective from 1 November 1996, has superseded the COCOM arrangement.
