Out-of-cycle reviews
Out-of-cycle reviews: this is a mechanism created by USTR to administer Special 301. Under the provisions of the United States Omnibus Trade and Competitiveness Act, USTR must make an annual report on its montoring and enforcement activities and the compliance of other countries with trade agreements of which the United States is a member. Where the matter is considered serious enough, USTR will start a review without waiting for the cycle of annual reports. That then is an “out-of-cycle review”.
