Meaning of commercial off-the-shelf
COTS refers to products useable with no development "as is." COTS, while an attractive concept, is rarely strictly achievable in defense acquisition, since ruggedization and modification are almost always needed to make systems suitable for defense needs. Ground stations (space), shore systems (Navy) and CONUS organizations are areas where COTS is most easily useable, but factors such as radiation hazards (RADHAZ), electromagnetic pulse (EMP) shielding, electormagnetic interference (EMI) and intrusion prevention may still force modification.
